Re-Invitation for Bids: Janitorial & Other Services

The National Highway Authority (NHA) re-invites bids from eligible firms registered with the Income Tax Department and listed on the Active Taxpayers List (ATL) of the Federal Board of Revenue for the provision of janitorial and other services at the NHA Sukkur–Multan Motorway (M-5) Office, Sher Shah Interchange, Multan.

Scope of Services

The contract covers provision of manpower and materials for janitorial and related services:

• Sweepers/Cleaners: 05 positions

• Imam Masjid: 01 position

• Gardeners (Mali): 02 positions

• Electrician: 01 position

• Generator Operator: 01 position

• Hygienic materials and cleaning equipment (Rs. 40,000/month, inclusive of taxes)

Estimated Monthly Cost: Rs. 574,473/-

Bidding Process

• Method: Single Stage – Two Envelope Procedure (Technical and Financial bids)

• Evaluation: Least Cost Based Selection (in compliance with minimum wage laws)

• Contract Duration: 01 year from commencement date

Key Requirements

1. Bid Security: Rs. 150,000/- (Refundable) via Bank Draft/Pay Order in favor of “National Highway Authority, RMA Security Deposit & Retention Money Account”.

2. Bidding Documents: Available at NHA Complex, Sher Shah Interchange, Multan until 05 August 2025 for Rs. 1,000/- (non-refundable). Documents can also be downloaded free of cost from the NHA website.

3. Bid Submission Deadline: 20 August 2025, 11:00 AM

4. Opening of Technical Bids: 20 August 2025, 11:30 AM

5. Opening of Financial Bids: Date will be communicated to technically qualified bidders after evaluation.

Important Notes

• Firms must register with EPADS (PPRA) at https://eprocure.gov.pk as manual bid submission will be phased out in future procurements.

• NHA reserves the right to reject any or all bids in accordance with PPRA rules.
